The purpose of the LMIA program is to ensure that the hiring of foreign workers will not have a negative impact on the Canadian labour market.
To get an LMIA, an employer must demonstrate that they were unable to find a Canadian citizen or permanent resident to fill the position they are offering to a foreign worker. The employer must also show that the foreign worker will be paid wages and working conditions that are similar to what a Canadian worker would receive for the same job.
If an LMIA is approved, the foreign worker can then apply for a work permit to come to Canada.
