The twelfth draw of the year 2023 for Express Entry has been conducted by IRCC. The draw was aimed at the Provincial Nominee Program (PNP), and a total of 589 invitations to apply (ITAs) were granted. Applicants were required to possess a Comprehensive Ranking System (CRS) score of at least 691.

PNP-specific draws are aimed at candidates who are already part of the Express Entry pool but have additionally received a nomination from a Canadian province. This is the fourth PNP-specific draw of 2023, with the most recent one having taken place on March 1 and having granted invitations to 667 candidates. All the draws conducted since then have been open to candidates from all Express Entry programs.

The proof of funds has been updated.

IRCC declared on May 2 that the financial requirement for Express Entry applicants has been altered. Candidates in the Express Entry pool must provide proof of funds as evidence of their ability to settle in Canada.

However, candidates in the Canadian Experience Class and those in the Express Entry pool who have a valid job offer and authorization to work in Canada are not obligated to submit proof of funds. This applies even if they are applying under the Federal Skilled Worker Program or the Federal Skilled Trades Program.

Candidates in the Express Entry pool are required to update their profiles to demonstrate that they still meet the financial eligibility requirements. IRCC revises the amount of settlement funds annually, which is determined by 50% of the low-income cut-off figures and is dependent on the number of dependents the candidate has to support.

In the April 26 draw, 3,500 candidates with CRS scores of 483 were invited, followed by another draw on April 12 that invited 3,500 candidates with CRS scores of 486. These recent draws have seen a reduction in the number of candidates invited compared to March, during which IRCC issued more than 21,000 ITAs across four draws, with three of them inviting 7,000 candidates each. However, March 2023 still ranks as the second-highest month in terms of the total number of ITAs issued in the history of Express Entry, with February 2021 taking the top spot for inviting 27,332 Canadian Experience Class candidates.

Express Entry draws have resumed their regular schedule of occurring every two weeks on Wednesdays, as of April. In March, weekly draws were held, which is not the norm. Additionally, the draws in March and April featured the return of the all-program draws, which had been uncommon during January and February. During that period, the majority of draws were specific to the Provincial Nominee Program. On February 2, a draw exclusively for the Federal Skilled Workers Program was held for the first time ever.
