Tech workers aspiring to settle permanently in Canada often choose Express Entry as their preferred option. The Express Entry system is responsible for welcoming approximately 110,000 newcomers each year, making it a popular route for skilled individuals.

Canada’s Express Entry system operates through three main economic programs:

Federal Skilled Worker (FSW), Canadian Experience Class (CEC), and Federal Skilled Trades (FST). Tech workers without prior work experience in Canada find the Federal Skilled Worker (FSW) program particularly suitable.

To participate in the Express Entry system, candidates must submit an online profile, which is then evaluated based on Canada’s Comprehensive Ranking System (CRS). Applicants with CRS scores above the cut-off are invited to apply for permanent residence.

Some of these programs even directly invite candidates from the Express Entry pool to apply for nomination.

Here are three popular PNPs for overseas tech workers seeking permanent settlement in Canada:

  1. Ontario Human Capital Priorities Stream: Ontario’s Human Capital Priorities stream is an excellent option for tech workers without a Canadian job offer. This stream regularly conducts targeted tech draws, inviting tech workers directly from the Express Entry pool. However, applicants must receive a Notification of Interest (NOI) from the province before applying. The stream selects candidates based on specific CRS score ranges, and those receiving an NOI can apply for nomination within 45 days.

The program doesn’t require a Labour Market Impact Assessment (LMIA) and offers a “letter of support” to successful nominees, simplifying the work permit application process.

Alberta Accelerated Tech Pathway (NOC 5311): The Alberta Immigrant Nominee Program (AINP) offers an accelerated pathway to permanent residency for tech professionals with job offers in one of 37 tech occupations or with employers in Alberta’s identified tech sectors. The program operates through Alberta’s Express Entry stream, and successful nominees receive letters of support for work permit applications.

Quebec Tech Immigration Program

In April 2021, the Quebec government introduced an immigration pilot program specifically designed to benefit tech workers. This pilot program offers foreign workers in certain tech occupations the opportunity to obtain permanent residency in Quebec. The program consists of two streams: Artificial Intelligence and Information Technologies, and Visual Effects.

The Artificial Intelligence stream targets two types of tech professionals: graduates from a Quebec college or university, and foreign-trained workers. While Quebec graduates require a job offer in the province, foreign workers with sufficient work experience in Quebec are exempt from this requirement. Candidates must also possess relevant education equivalent to at least a Quebec bachelor’s degree.

The Information Technology (IT) and Visual Effects stream caters to workers with experience in ten specified occupations. Eligible candidates must have at least two years of recent work experience in one of these occupations within the past ten years. Applicants must either have a job offer or be currently employed in their field within Quebec. Additionally, they should have completed education equivalent to a Quebec diploma of technical training or a Quebec bachelor’s degree. Eligible occupations under this stream include roles like computer and information systems managers, electrical and electronics engineers, software engineers and designers, and more.

Both streams require applicants to be at least 18 years old, have the intention to settle and work in Quebec, abide by the conditions of their permit in Quebec, and demonstrate financial self-sufficiency.

For candidates who do not speak French, the “Francization” profile is available. Instead of showcasing French proficiency, these applicants need to commit to learning French upon arrival in Quebec. The province offers free language courses for immigrants to support their integration into the local community.
